1. UN38.3 — The Shipping Prerequisite
What it is: UN38.3 is not a product quality certification — it's a transport safety test. Every lithium battery shipped by air, sea, or ground must pass UN38.3 testing, which includes:
- Altitude simulation (low pressure)
- Thermal cycling (rapid temperature changes)
- Vibration and shock
- External short circuit
- Impact and crush
- Overcharge and forced discharge
Who needs it: Everyone. No freight forwarder or carrier will accept lithium batteries without a valid UN38.3 test summary. Your OEM manufacturer must provide this document for every cell and battery model shipped.
Watch out: UN38.3 tests are cell-and-pack specific. Changing cell suppliers or pack design invalidates the existing test report. Always verify the report matches your exact configuration.
2. IEC 62619 — The European Standard
What it is: IEC 62619 is the international safety standard for industrial lithium batteries — including ESS. It covers:
- Overcharge and over-discharge protection
- External short circuit simulation
- Thermal runaway propagation test
- Vibration and mechanical shock
- Internal fault simulation
Who needs it: Required for the European market and widely recognized in Australia, Southeast Asia, and the Middle East. If your target market does not require UL, IEC 62619 is the next best international benchmark.
Tip: A CB test certificate (IECEE CB Scheme) based on IEC 62619 is accepted in most countries, reducing the need for repeated testing in each market.
3. UL 1973 — The North American Gatekeeper
What it is: UL 1973 is the safety standard for stationary energy storage systems in the United States and Canada. It is arguably the most rigorous standard for ESS, requiring:
- Comprehensive electrical, mechanical, and thermal testing
- System-level fire propagation testing (NFPA 855 compliance)
- Detailed review of BMS safety functions
- Factory inspections (UL requires annual follow-up audits)
Who needs it: Mandatory in the US for grid-connected ESS. Most US installers, utilities, and AHJs (Authority Having Jurisdiction) will reject any battery without valid UL 1973 listing.
Note: UL listing is not the same as a UL test report. "Tested to UL standards" on a data sheet means the manufacturer ran the tests internally — not that UL audited and listed the product. For legal compliance, you need actual UL listing with a file number verifiable on UL's database.
4. CE Marking — European Market Access
What it is: CE marking indicates that a product complies with applicable EU health, safety, and environmental directives. For ESS batteries, the relevant directives include:
- Low Voltage Directive (LVD) 2014/35/EU
- Electromagnetic Compatibility (EMC) 2014/30/EU
- Battery Regulation 2023/1542 (new — replaces the old Battery Directive)
Who needs it: Mandatory for all battery products sold in the EU and EEA. Unlike UL, CE marking is a self-declaration — the manufacturer declares compliance and affixes the CE mark. However, for most battery products, independent testing by a Notified Body is still recommended for credibility.
